Malaysia is expanding access to artificial-intelligence tools across government and local businesses through a new programme launched by Amazon Web Services in Kuala Lumpur on 4 November. Semarak AI Malaysia combines public-sector access, developer support and training rather than concentrating on a single application.
One of its largest targets is to make Amazon Quick available to up to 445,000 government officers through the national AI-as-a-Service platform. That is an intended reach, not a count of people who have already adopted the tool or evidence of savings already achieved.
From assistants to software development
GovTech Malaysia is also launching GovHub, powered by AWS's Kiro development tool. A pilot is due to begin with 500 developers in 2026, with the goal of reaching 4,000 by 2028. Kiro is designed to turn requests into structured specifications before generating code.
For public administration, the proposed uses include analysing procurement data and bringing together policy research. Whether such tools improve services will depend on implementation, the quality of the underlying information and how outputs are checked by the organisations using them.
A wider push into business
The programme extends to local software companies and small and medium-sized businesses. Eligible firms can receive six months of access to Quick and Kiro after an AI-readiness assessment, with a target of onboarding 10,000 SMEs by 2028 through the relevant collaboration.
AWS is also supporting training at polytechnics and community colleges. More than 3,000 students and lecturers participated in an agentic-AI competition using Kiro, connecting the programme's workforce ambitions with its business and government components.
The announcement illustrates a shift from simply buying AI services towards building applications around them. It remains a supplier-led programme with future targets: access figures and pilot plans should be judged separately from independently measured improvements in productivity or public services.
