The EU and Ukraine opened negotiations on two thematic clusters on 13 October: the internal market, and competitiveness and inclusive growth, the Council of the EU announced.
The areas include free movement, competition and consumer protection, alongside taxation, employment, research and digital transformation.
The EU also set benchmarks for provisional closure. Opening a cluster starts negotiations on those policy areas; it does not mean membership has been granted. The Council says progress will continue to be assessed against alignment with EU rules.
