EU leaders called for coordinated, temporary and targeted responses to high energy prices in conclusions adopted on 16 October.
The European Council also urged progress on single-market integration, simpler rules and investment. It stressed the role of electrification, renewable and low-carbon generation, grids and storage in reducing dependence on volatile fossil-fuel markets.
The conclusions set political priorities; they do not themselves enact the legislative measures discussed.
